PROCUREMENT OF SERVICE FOR DEVELOPING BETTER WORK GLOBAL DATA STRATEGY
The ILO Better Work Programmes seeks to purchase the service for development of its Global Data Strategy. The strategy will include practical tools and guidance on data sharing/exchange, data governance and data ecosystem engagement for Better Work.
Better Work is seeking support from an organisation or company that has expertise in data governance, data innovation, and data strategy development. The scope of work includes the following key areas: 1) understanding Better Work’s existing data purpose, data architecture, IT infrastructure, data practices, supporting to review and update existing agreements related to data sharing and providing technical guidance to enable smooth data sharing; 2) developing practical guidelines and toolkits on data governance throughout the data lifecycle, including but not limited to data sharing/exchange, data protection and security, and data ethics, and providing recommendations to improve data management process; 3) conducting country data ecosystem mapping for two pilot countries that contextualise the data needs, map out the data assets and data capacity among the key stakeholders, and link them with other publicly available data sources, conducting a horizon scanning of the future/emerging data needs, capacity needs, data access and resources, and developing a generalised approach for the Programme to engage with data ecosystem; 4) developing a data for learning and action agenda to promote internal learning and a data journey/roadmap to guide the implementation of the Data Strategy, and contributing to the Data Strategy by reviewing and providing technical inputs. The details of scope of work and deliverables are defined in the ToR, which can be shared upon request.
The ILO invites eligible suppliers to indicate their interest in providing the services.
ELIGIBILITY
The ILO is seeking to compile a list of pre-qualified suppliers with verified technical and financial capability to perform the services. Eligible suppliers will be invited to participate in the bidding process for the proposed tender.
Eligibility to participate in the proposed tender will be determined on the basis of the professional experience in the field of data governance, data innovation and data strategy development, the portfolio of the relevant projects, and the composition of relevant expertise in the team.
After the deadline for submission of responses has passed, the ILO will evaluate all responses received and will notify eligible participants of the outcome of the evaluation.
Suppliers that are interested in responding to this EOI should communicate through the ILO Better Work Programme (BETTERWORK@ilo.org) and should refrain from contacting ILO technical personnel or managers.
HOW TO PREPARE AND SUBMIT YOUR RESPONSE
Interested companies shall complete the attached EOI Response Form and Past Experience Form (Annexes 1 and 2) in accordance with the instructions provided and send the two forms and all supporting documentation by email to BETTERWORK@ilo.org or by hand or courier to the address below, no later than 22 October 2025.

The ILO will not consider incomplete submissions. All responses and supporting documentation received will be treated as strictly confidential and will not be made available to the public.
This EOI does not constitute a solicitation.
